March has been a busy and productive month for our office, both in Sacramento and here in the district. I'm proud to share that we have officially introduced our full 2026 legislative package, focused on expanding opportunity, strengthening public safety, supporting workforce development, and delivering for working families. I encourage you to read below for more details on the bills we're advancing.
Here at home, we were excited to host our first community event of the year in Victor Valley--Tacos & Taxes--bringing residents together to access important resources and information during tax season. Events like these are just one way we're working to stay connected and responsive to the needs of our community.
This month, we also celebrated Women's History Month and honored our 2026 Woman of the Year. Thank you to my team and to everyone who helped make these recognitions so meaningful.
As we move into spring and look ahead to the months to come, we remain focused and energized in continuing this work for the Antelope Valley and Victor Valley.

AB 1710 - Streamlining Housing Permitting
Improves transparency and consistency in the housing approval process, giving builders greater certainty and helping move projects forward faster.

AB 1738 - Remote Virtual Inspections
Requires local governments to offer virtual inspections for simple home improvement projects, reducing delays and costs for homeowners.

AB 2166 - Modular Housing Backstop
Supports off-site housing production by helping manufacturers access bonding and accelerating multifamily housing development.

Honoring Rocio Castellanos - 2026 Woman of the Year
I am proud to recognize Rocio Castellanos as the 2026 Woman of the Year for the 39th Assembly District
Appointed Deputy Mayor of Lancaster, Rocio has dedicated more than a decade to serving her community through leadership, advocacy, and a strong commitment to improving the health and wellness of residents across the Antelope Valley.
Throughout her career, she has worked to uplift families, expand access to community resources, and strengthen programs that support overall well-being. Her leadership and continued service have made a meaningful and lasting impact throughout the region.
I extend my sincere thanks to all the residents who took the time to nominate Rocio. Your voices helped highlight the incredible impact she continues to have in our community.
I thank Rocio for her dedication to public service and congratulate her on this well-deserved recognition. Her work continues to inspire and strengthen Assembly District 39.
Exploring the Future of Clean Transportation
I recently joined a tour of Sierra Northern Railway's hydrogen switching locomotive in West Sacramento and participated in a conversation about the opportunities and challenges of advancing green hydrogen in California.
The discussion highlighted the important role clean transportation technologies can play in reducing emissions, modernizing freight and rail systems, and supporting California's long-term climate goals. It was also an opportunity to learn more about the infrastructure and investment needed to scale these innovations effectively.
I look forward to continuing these conversations as we explore practical solutions that strengthen our economy while protecting our environment.
Latino Legislative Caucus Update
As Vice Chair of the California Latino Legislative Caucus, I am proud to share updates from the Caucus for the month of March. Please see below for more information and additional resources.
My colleagues and I met with State Deputy Yesenia Rojas Cervantes to continue strengthening the partnership between California and Guanajuato. Our conversation focused on creating meaningful opportunities for our communities by supporting migrant families, improving access to vital records and dual citizenship services, and opening doors for Guanajuato entrepreneurs in California. Collaborating across borders like this allows us to strengthen families, support small businesses, and deepen the connections that unite our communities. I am proud of this partnership and look forward to the work ahead.

District Update
Tacos & Taxes - A Successful Event in Victor Valley
I am proud to share that our Tacos & Taxes event was a great success. All appointment slots were filled, and it was wonderful to see so many community members take advantage of this free resource.
I want to thank Hesperia Adult School, Golden State Opportunity, and La VITA for their partnership in making this event possible. I was proud to bring this important resource to the Victor Valley region and help residents during tax season.
I look forward to continuing to host events like this and connecting our community with the resources they need.
Senior Scam Prevention Seminar Coming to the Antelope Valley
Scams targeting seniors continue to increase, but staying informed is one of the best ways to stay protected. To support our community, we are bringing a free Senior Scam Prevention Seminar to the Antelope Valley with trusted state partners and practical resources you can use right away.
This workshop will provide helpful guidance on how to recognize common scams, protect personal and financial information, and know where to turn if you or a loved one may have been targeted.
