Welcome to our April newsletter. As we enter a new month, I'm excited to share a few updates from both our Capitol and District work.
This April, we are continuing to stay actively engaged on a wide range of priorities-from advancing legislation in Sacramento to addressing the day-to-day needs of our communities here in Assembly District 39. Our team is working hard to make meaningful progress on issues that matter most to our residents, including public safety, economic opportunity, and access to resources for families.
I hosted our Senior Scam Stoppers event in the City of Palmdale, which was a well-attended and impactful gathering aimed at helping seniors and families learn how to protect themselves from fraud and scams. There is a lot happening right now, and we remain focused and committed to delivering results for the people of Assembly District 39.

As we continue moving through the 2026 legislative session, I want to share an update on my legislative package, including the status on my bills.
I am proud of the progress we have made this year as we advance a focused set of bills aimed at addressing housing affordability, strengthening infrastructure, improving public safety, and protecting California communities. As committee season ends, my office is now turning its attention toward suspense file day on May 14 and the next phase of the legislative process.
Below is my 2026 legislative package with updated information:
HOUSING, INFRASTRUCTURE & ECONOMIC DEVELOPMENT
AB 1710 - Streamlining the Housing Permitting Process
I am working to improve transparency and consistency in housing approvals by aligning standards across state and regional agencies, helping provide greater certainty for housing development.
Status: Appropriations Committee
AB 1738 - Remote Virtual Inspections
I am advancing efforts to modernize local permitting by requiring jurisdictions to offer Remote Virtual Inspections for simple home renovation projects in single-family homes and duplexes.
Status: Appropriations Committee
AB 2166 - Modular Housing Backstop
I am supporting expanded housing production by creating a state-backed credit mechanism to help qualified off-site housing manufacturers secure bonding for multifamily projects.

AB 2505 - Hydrogen Corridor Infrastructure
I am helping expand clean transportation infrastructure by extending utility service provisions for hydrogen fueling stations serving heavy-duty vehicles through 2033.

AB 1885 - Public Works Retention Reform
I am modernizing outdated public works retention practices to improve contractor cash flow and accelerate infrastructure delivery across the state.

AB 982 - Construction Materials Preservation
I am advancing a strategy to conserve construction materials by establishing a reserve category for idle mines, reducing waste and long-term costs.

AB 1688 - Foster Care Abuse Notification
I am strengthening protections for children in foster care by ensuring timely notification when suspected abuse is reported.

AB 2104 - SVP Court Access Modernization
I am improving transparency in the justice system by expanding remote access options for court hearings that are already open to the public.

AB 2310 - Illegal Dumping Enforcement Act
I am strengthening enforcement tools to hold bad actors accountable for illegal dumping and protect impacted communities.

AB 2662 - Civil Rights Accountability Working Group
I am establishing a DOJ working group to review and report on civil rights concerns related to federal immigration enforcement and recommend policy improvements.

AB 1808 - Joshua Tree Permitting Reform
I am streamlining permitting processes to reduce barriers for necessary development and public infrastructure projects involving Joshua trees.

AB 2424 - Lifeline Expansion
I am expanding access to California's Lifeline program to ensure more low-income households can afford essential communication services.

AB 2721 - Federal Contract Transparency in Hotels
I am advancing transparency by requiring disclosure of federal agency contracts with hotels, including ICE-related agreements.

AB 2041 - 9-1-1 Medical Instruction Expansion
I am working to improve emergency response outcomes by supporting training for first responders in pre-arrival medical instruction.

MILITARY & VETERAN'S AFFAIRS
AB 264 - Improving Veterans' Educational Benefits
I am working to expand access to higher education for families of disabled veterans by allowing eligible dependents to receive the California College Fee Waiver concurrently with Survivors' and Dependents' Educational Assistance (DEA).

EDUCATION
AB 1694 - CTE Incentive Grant Stabilization
I am strengthening Career Technical Education (CTE) programs by creating a more stable funding structure for local educational agencies, including automatic four-year renewals for the Career Technical Education Incentive Grant (CTEIG) program.
Status: Passed Assembly Education Committee; now in Assembly Appropriations Committee
Latino Caucus 2026 Legislative Package
As Vice Chair of the California Latino Legislative Caucus, I am proud to join my colleagues in unveiling our 2026 Legislative Package, which includes 15 priority bills focused on protecting Latino and immigrant communities, strengthening public safety, expanding access to healthcare, improving education opportunities, and supporting working families across California.
This year's package reflects a unified response to harmful federal actions impacting communities throughout the state, while advancing solutions that promote opportunity, accountability, and dignity for all Californians.
Each bill in this package is rooted in the lived experiences of the communities we serve and reflects our shared commitment to protecting families, expanding access to essential services, and strengthening public systems.
Key priorities in this year's package include:
- Expanding access to food and healthcare programs
- Strengthening protections for immigrant communities
- Increasing government accountability and transparency
- Supporting workforce development and education pathways
- Enhancing public safety while safeguarding civil rights
Among the priority bills, I am especially proud to author AB 2721, which increases transparency by requiring disclosure of federal agency contracts with hotels, including those related to immigration enforcement operations.
The 2026 Latino Caucus Legislative Package represents a coordinated and values-driven effort to address urgent challenges facing California families and ensure state government remains responsive to the communities we serve.

Senior Scam Stopper Seminar - City of Palmdale
I was proud to host our Senior Scam Stopper Seminar in Palmdale. Thanks to our partners-the Contractors State License Board (CSLB) and the Department of Financial Protection and Innovation (DFPI)-and the seniors who attended, the event was a great success. Providence St. Mary Premiere Night Gala
I was honored to attend Providence St. Mary Medical Center's Premiere Night Gala at Victor Valley College alongside my wife. I was grateful to join community leaders, partners, and supporters for an evening centered on generosity, connection, and our shared commitment to the High Desert community.
It was great seeing so many community partners come together in support of this important cause, and I want to thank everyone who helped make the evening possible and for their continued commitment to our region.
Palmdale Sheriff Youth Activities (YAL) Program
The Palmdale Sheriff's YAL program provides youth with meaningful opportunities to build leadership skills, engage in community service, and learn about public safety and civic responsibility through hands-on activities and educational experiences. As part of their programming, students from the 39th Assembly District visited the State Capitol in Sacramento, where they learned about the legislative process and engaged directly in civic education.
